The Kirksville City Council will hold its annual Planning Meeting — a study session focused on next year’s budget — at 4 p.m. today, Sept. 21, in the Council Chambers at City Hall, 201 S. Franklin St. The session, which starts earlier than the Council’s regular 6 p.m. meetings, gives Council members a chance to review the current fiscal year and set direction for the fiscal year 2027 budget.
According to the meeting agenda, Council members are expected to review revenues for the General and Utility funds, weigh in on proposed citywide capital requests, and consider proposed personnel requests and a recommended pay scale change. The Council is also slated to review revisions to three financial policies covering investments, revenue and cash management, approve a new set of City Council goals, and identify potential study session topics for 2027.
The agenda packet, which includes dozens of pages of staff reports, also lists updates on numerous other city topics, including aquatic center pricing and the wading pool/splash pad, City Hall accessibility improvements, the Downtown Revitalization Program, the Army Reserve Center property, outdoor warning sirens, a new fire engine order, stormwater facility planning, Public Works facilities, the THINK Kirksville 2040 comprehensive plan, a housing needs assessment, the Kirk-Tran transit system and the Kirksville Active Mobility Plan.
The meeting is open to the public. The City Council welcomes citizens to attend and listen, though feedback on study session topics is generally taken afterward or via email at kvcouncil@kirksvillecity.com. The session will also be streamed on the city’s YouTube channel. The full agenda and supporting documents are posted at Kirksville.gov/p/meeting-information.
