About this session
Kirksville City Council study sessions are informal work sessions held on the third Monday of the month at 6:00 p.m. in the Council Chambers at City Hall (201 S. Franklin St.). Unlike regular council meetings on the second and fourth Mondays, study sessions are for staff presentations, department updates, and council discussion — no formal votes or ordinances are taken up here; any resulting action moves to a subsequent regular meeting agenda.
Council study sessions in this period have regularly featured recurring standing items such as Essential Air Service (Contour Airlines) updates, utility rate and infrastructure reviews, stormwater/MS4 compliance reporting, and status updates on the city’s facility plans (City Hall, police station, and fire station projects). Specific agenda documentation for this particular July 20, 2026 session was not available through the sources checked for this page; readers who want the exact agenda and staff memos should check the City’s official Meeting Information page below or contact the City Clerk’s office.
